It's anonymous in that your name isn't associated with results but managers can see which geo negative results have come from, so if there's two of you in EMEA and there's one detractor then you'll easily pinpoint who it might be.

I was pulled into meeting rooms re: my manager's feedback twice while I Was there over them receiving poor feedback and they absolutely knew who said what...not by "process of elimination" either.
Nothing is anonymous In my experience dealing with Tell Dell when i was still with Dell my direct manager would always send the raw data as they got it(my manager was the most anti corp person you could ever meet) and they never got names, but their manager got the names when they got the data

These are never anonymous at any company. Dell is no different. There may be a layer of anonymity at the bottom rung of management, but they can and will find out who you are if they desire and have the right connections.
For what it's worth I put everything as a 10. My thinking is if it isn't anonymous then the managers are happy and I have a job for a few more months until they invent a new way to dump people. It's only a paid for marketing exercise anyway.
I can’t see who submitted what on the 1-5 or 1-10 scales but I know my people and the comments will give it away. I don’t see what comments goes with what 1-5 scores though so I can only speculate if I care enough to do so.

They say it is but mostly managers know who provided the comments. Ratings are anonymous but the comments usually give it away.
If it was anonymous HR would not show up to interview the ICs about their leadership.

Purely anecdotal, but for what it's worth: Two long tours of Dell. Each ended shortly after me being more truthful on Tell Dell. Was in good standing, raises, full bonus, etc
I worked at a Dell EMEA - don’t believe what some people say, it’s not anonymous - your manager will know if you insult his “leadership”. Don’t put anything negative there.

Its anonymous in the sense that your immediate leadership chain doesn't get a direct report of who-said-what. But its not anonymous for HR.
It is not… whatever negative comments, it will be directed to your immediate manager. He/she will take the hit and then come to you.
