For senior and mid level managers this should have been undertaken by a neutral third party. Like a blind taste test. They should call every single manager and evaluate if they add value to this company vs. just attending meetings, hearing themselves talk, answering emails and “making sure” when they talk with their direct reports. This organization is filled with “make sure” managers who sit on the side lines and wake up at the 11th hour to critique your hard work. It’s time these people step forward and reveal themselves.

The problem is not if someone wanted to be a manager, but why he did.
The best managers, in my experience, are those who don't want to be in management, but took the job because somebody had to. People who like being managers shouldn't be in charge of anything.
Agreed. A good manager is a coach, not a critic.

Hoooold on a second mister, we not only have "Makin sure" managers, we have an org (PMO).
