This is a d-mb question by OP. If you know those engineers, ask them why. If you do not know them, how do you know their better options?

One reason is that Hillsboro, OR is a really nice place to live. Environment and life style mean a lot.
Totally agree with @1mxu+1eS3k8zP that if one gets a bad manager or does not get along with him/her, one should find another job quickly before something bad happens. I'm speaking with personal experience....
Management... I know that it can generate a lot of debate, but if I trust my direct management chain, I won't change my job internally or externally. If you move to a different company leaving behind a healthy environment, at least it should be to 40% more (the equivalent of two promotions), because most likely in the new company you go to the bottom of the line for a promotion and also you will be competing with other employees that most likely already have a network and track of results. However, if you are in a toxic environment where you do not trust the management chain, you should apply to another job, internally or externally, and don't waste your time with bad managers, they can damage your career that will take years to restore.
Inertia, perceived "safety", fear of change, laziness, retirement or pay related vestiture, family/kids/schools/etc, are all among what a company relies upon to keep turnover down.
Also the need for two incomes to prosper in today's world makes it difficult for a couple to relocate unless one has a very portable job skill.
All of this is very well known and used in their calculations, and its also a factor in why older employees are at higher risk. They would rather have a 30 year old with kids and a mortgage struggling to get buy than an older more independent employee who costs more and is more likely to be free from these chains.

I don’t get what motivates people to troll a board about layoffs every single day with off topic spam. If you hate intel then move along. We get it already.
If what you said better is related to compensation only, let me tell you why. Because of family and the location. When you become older or when your kids grow up, it is not worth changing a location.
If you are not SW engineer and in AZ, OR, NM, or Folsom, Intel pays well.
