Why does Intel keep rewarding managers who manage through fear? It’s baffling to me that a manager who relies on yelling and threats to get results is considered effective. If anything, it’s a sign of poor leadership skills. But somehow, these are the managers who get raises and promotions. It doesn’t make sense.

Agree with OP, Post ReOrg in our Unit the most toxic manager was made to lead entire group, where most members of his own group left voluntarily ! Manager ratings are just a joke on employees.
My old manager got great reviews from all his employees. He was then told by his manager that because of that he obviously was not pushing him employees hard enough and was transferred out of the area. Typical Intel.
It's an Intel Tradition that goes way back to the 1980s and mostly the 1990s.
This is actually a throw back to the old Intel. The big difference is that in the past you were getting industry leading compensation to tolerate it now it is just abusive.
Working at Intel, with those evil managers, is like he-l. Seeing many evil managers is a nightmare.

There are no yelling and threatening managers at Intel. A couple of HR reports about them and they would be out the door. Maybe you are afraid of them, but that says more about you than them. I recommend you quit and go elsewhere where they serve hot chocolate and pat you on the head when you do a cr-ppy job.
Hate to say it but good to see I'm not the only one feeling like this. Some co-workers and people in the company complained but that didn't change anything. Start looking elsewhere.

Because that's the only way medicore men know how to keep their people in line. They don't have the intelligence, EQ or ability, so they have to be di-ks. Think of why the bully in school was the bully - he was outmatched and could only use violence to get his way.
That is why it keeps failing. When the id--ts in control, everything must fail. No exception.
they could learn maybe how to make a chip or do some math
which would allow them to understand what was going on below them so they could help out more effectively
