Year of efficiency means ensuring your money making engine keeps running and making marginal improvements here and there. For that you don't need so many developers. An important aspect of keeping the engine running is PR, and RR at least makes Meta intriguing to young people. Think of Meta or any FAANG in the same vein as IBM, HP, etc.
