all based on budget, so if it takes layoffs to close a budget, including salary space for new college grads, then layoffs will happen, so wish for a revenue turnaround

Not big ones but many little ones, hiring freeze, or making people leave to continue the drain. For big layoffs, management needs to actually manage and make some decisions and not just talk.

a no layoff soft landing, ha, ha, ha A spun off hdd has to right size and consolidate, and flash will become Japan centric, more so for eSSD, so don't be naive about cuts
When is the merge happening? If there is no merge this year then no layoffs.
I know OP is trolling, but in case people really think layoffs is over for now, they are in for a rude awakening. The merge is certain and it will be a bloodbath. Expect at least 1000 people will be laid off.
Why shouldn't the number of employees shrink? The number of different HDD products has shrunk, and the number of drives being produced has has a CAGR of -10% for the past 10 years. Don't get me going on the Flash business. We could be so much more efficient and still be making awesome products that customers want.
