What are the chances that the company gets the number people they're looking for to retire? I'll bet they won't hit 25%.

The number they presented was exactly what was eligible in Schenectady. Most of them have already said they are taking it. Layoffs if any, wont be till late spring, due to signed letter stating so. Big labor increase is coming in 2022 on the campus, announcement coming in 4th quarter some time. Many may finally wake up to what a few have been trying to tell people.
Well the rest will come from layoffs then.
