We should all start reporting Intel for its many violations of the H1-B process. There are so many of them in the US that were not touched at CPM and US citizens were let go instead. There is also something to be said for the brutal nature of the semi-industry as a whole - long hours, factories that run 24x7, oncall rotations etc. Mark my words - TSMC would also prefer hiring H1Bs from Taiwan, India etc. over nurturing and trying to retain American talent. It's just the way it is - Empires are built not by emperors, but on the backs of slaves. And Americans have too much entitlement compared to third worlders who would give an arm and a leg for a shot at the American dream (at least for their kids and families). So, their baseline tolerance for the amount of bullcr-p and straight up abuse from their bosses that they are willing to withstand will simply be way higher than any self-respecting American.

In my group 2 H1B sponsored colleagues voluntarily left on their own after CPM ended, they found greener pastures at other Silicon Valley companies. They were average talent. This is anectodal evidence that H1Bs are not necessarily indentured servants. It reflects poorly on Intels leadership that they can’t even retain H1B sponsored employees. I suspect that H1Bs are also worried about job security at Intel and are looking to jump ship, if they can.

US employees have the skills but they don't want these jobs. Just look at how many MIT, or Stanford, or Princeton, Harvard or UNC Engineering or IT or EE, CE graduates choose Intel... Very few. There are really incredible jobs in many different sectors. Nobody wants to join a long-suffering failing Intel Corporation and receive less total pay and lots of employment uncertainty. "@1kkz" summed it up really well. That post is the truth. The Intel Managers want H1Bs because they want "indentured servants" who will work more hours, and will not complain and cannot quit or leave. It is really that simple.

It's plain and simple - Intel has tried hiring fresh, American kids coming out of college for many years now. A few stick around, but for the most part, it's the desperate visa slaves that cling onto this organization. The jobs mostly su-k, the pay is not competitive in the industry, the bonuses are non-existent. Why would you even want to work for INTC as an American when you have so many better options outside? I would say that companies like INTC are being kept afloat by foreign talents primarily because no American who is competitive or in the right state of mind would stick around here for too long. The results do speak for themselves though. Good native talent is hard to find, but even harder to keep. Mediocre foreign talent is easy to find, easy to retain as a visa wage slave.
