Did any other recent retirees receive a W2 & a 1099 from Intel. What is the 1099 for?

That's right but 1099 comes from Etrade not from Intel
You'll get a 1099, if you sold RSUs
Took VSP-ERP on July 31.
I have received 3 or 4 payments from Intel. They all appear to be W2... no 1099...
Individuals and businesses receive 1099s. Common income types reported on a 1099 include: Non-employee compensation. Retirement income/pension.
My guess is part of payment was for when you were no longer an employee. I guess you'll have to handle the required taxes. Consult your tax preparer...
