For Profit College Settles Allegations it Hired Unqualified Teachers

Hundreds of former students of the for-profit Kaplan Higher Education company will receive refunds of their tuition, as part of a settlement reached between Kaplan and federal prosecutors who claimed the college hired unqualified instructors to teach Medical Assistant classes at its San Pedro and Ingram campuses in San Antonio, News Radio 1200 WOAI reports.

Hiring unqualified teachers is a federal offense because most of Kaplan's students receive Pell Grants, Federal Direct Loan Program grants, and other federally guaranteed financial assistance.

The case began with the filing of what is called a 'qui tam,' lawsuit, in which a whistle-blower sues under federal provisions allowing a person who exposes wrongdoing to receive a portion of the settlement.

In this case, the whistle-blower claimed that Kaplan 'knowingly requested, received, and retained' federal tuition funds for courses taught by individuals who did not meet the minimum requirements established by Texas law.

Kaplan says its settlement is not an admission of any wrongdoing, simply a desire to avoid lengthy and expensive litigation.

Kaplan will pay about $1.3 million in a civil settlement. About $1.1 million of that will got ot 289 former students in the form of tuition refunds.

212: Unfortunately, I recently bailed to non-profit and it's not looking much better. The lingering effects of the economic slowdown still mean less revenues in general at the state level. There's also a couple of ongoing trends that do not bode well for the future -- a decreasing willingness to support higher education, and the hiring of more and more adjuncts with less and less tenure-track positions. face it, career colleges exist because people in our country don't value education, just a quick diploma to get a job. Education in general is in decline and fast becoming a commodity. Think of the airlines...everyone complains about how awful the experience is, but nobody will pay more to get better service, more legroom, food, etc. Once these trends start, it's hard to stop the momentum.

If you've been in this industry for more than ten years, you'll have seen the ups and downs that affect the entire industry. It runs in cycles, and it looks like we're going into another rough one. It always starts with lax government oversight which leads big players (eg CCi, Kaplan) to fall into bad habits. Then there's a massive correction. The bad publicity riles the public and gives career colleges a bad name. Whether you stay with CCi (for the time being0, are moved into ECMC, or move on, if career education is your field you're going to see some changes. Stricter oversight, especially of admissions, is going to lead to belt tightening across the board, and not every company will make it. Fewer colleges, fewer jobs folks.

Well,to those of you who appear to be in the comatose state: Kaplan's settlement may indeed be relevant to CCi. its one of those hundreds of uncertainties and audits audits and investigations and...(well, you get the idea) CCi faces at present.
