You heard it here first, those who will call me a troll remember we only go letters on intent, not employment letters.

Wrong... The 20% comes from nonprofit status:
"ECMC has earned the Obama Administration’s blessing by agreeing to cut tuition by 20%. The nonprofit can afford to slash prices because it doesn’t have to pay taxes."

I seriously doubt they would cut instructor pay, particularly adjunct. For profits are the lowest paying instructor positions in education. It wouldn't be worth the time of the instructors to make less than they do now.
for assuming that admissions will exist at all!
It's ridiculous to believe that everyone's salaries will go down 20%. A much more likely means of reducing costs is RIFs (or firings). CCi has a LOT of fat to cut in extraneous positions and redundant management. Obviously the Admissions pay structure will need to change. Since they will no longer be in "sales" they should expect their compensation to go down.
If you are going to post in duplicate, at least proof your work. You may be right about the 20% cut to match tuition cut, but really....if you are posting anonymously the only thing readers can evaluate for credibility is your content. Which is lacking.
