Managers don't lay off their workers. HR and consultants do it. Always been that way.

It makes a lot of sense. It is the typical way of doing business...completely disjointed and explains why the company is having to take such drastic measures. The "peons" have carried the company.

This kind of makes no sense, don't you want managers around to lay off workers first. Once they are done, you let them go? It kind of makes sense.
