Refusing an offer to negotiate a better deal is a good idea, as long as you are prepared to move on. Non profits typically pay less. Plus, the industry downturn has increased the number of those available or looking. I forecast that most offers will be non-negotiable.
You are free to refuse any offer. If you don't like what they offer, refuse to accept it.
You are free to counter the offer, although we don't have much leverage and counters will likely not succeed.

Depressing -- I think I'll read the "Funny" thread again to cheer up. But hey -- three day weekend!!
If Zenith is hiring our current HR idiots, then it's pretty much proof that they are incompetent. I can see keeping on some management temporarily while their staff learns the business, but no competent business would keep an HR staff for a proven shady, poorly-run company that the government is forcing out of business. I predict that Zenith will totally fail within a year.
Counter the offer anyway it's your right.
