I think we'll eliminate up to 5% of employees by the end of the year.

They were supposed to eliminate 5% of the workforce in 2013 but it didn't happen. Perhaps they wanted to postpone it until their new PTO policy took effect on January 1st, 2014 so they wouldn't have to pay out millions of dollars in accrued vacation time as part of their severance package. That is, if they would even offer a severance package this time around.
