Just saying, might be off but I've been around for a couple of years and did not hear about any layoffs.

DCRI had hundreds of layoffs is 2019.
As for other departments, I know of one group of 12 in a data science group in the school of medicine which was let go due to "lack of funding". Though curiously they had sufficient funding to hire remote contractors. This interrupted several projects for school of nursing and one we were expecting in the department of surgery.
Consider also the "stealth layoffs" of those shown the door due to the mandatory flu (and now) C19 vax requirement.
so yes, there have been quite a few layoffs from duke.
