When supervisors and heads of Departements are promoted without merit they will promote people in the same way. The problem is that when RIF is coming the latest are going to survive even if they are completely
unskilled and not had yet appraisal. Just take a look to what is going on inside the new buildings of NCSU campus. Sadly the state can do it that way because they are taxpayer funded and they will rise the tuition cost.
