FYI Manulife Bank has most of its admin moved to Manila. 117 people "there" and 3 "here". All QA testing (IS) is managed and run by InfoSys in India. InfoSys always has a dozen of their staff on site and are now moving into application development.
So this stuff is real and has been slowly happening - the new org design will just accelerate things.
