I think the point is they are lying. If you have plans drawn up and "2 years ago you signed a letter of intent", you know what you are going to build and have for a while. Releasing it the "same" week of the layoffs presents itself badly too. Either trying to hide it in the layoff scramble or dropping all the bad news at once.
