Here is how it works. They execs sit down and talk how to grow the stock value. They are all greedy, some of them want to do good, but the bottom line is that they are all greedy - they are in this game for money and they have limited time. So, they talk how to prop the stock up, and one of them has a friend over there at ACME Corp who moved the IT dpt to Bangalore, and Payables to Manila, and HR to Buenos Aires. ACME is in pain, customers hate it, employees are frightened but the stock went up. And the board promised all those execs double bonuses if they move the stock x percent up. So, the genius exec wants to replicate what ACME did, he wants 4 instead of 2 million dollars and he knows if he can pull this off for a year or two he or she is golden. So, they start with IT first, some apps can be moved relatively easily, then, they stabilize that and they move onto processes, payables, receivables, HR stuff, some accounting stuff, all of that can be moved, it just takes some time and a lot of greed and hunger to get the ball rolling. All off us outside that exec circle are just peons and headcount that's moved around. Once the Street catches the wind of this, they love this and start to salivate, the stock rises which further enforces the support the aforementioned genius initially had. The system is f-ed up, cannot blame our execs for this, they are doing what they are allowed to do. This country had several prosperous decades when the priority in every corp went like this: first the country, second the workers, third the customer, fourth the share holders. Now, it's shareholders only, all other factors lost in importance. Look what these corporations are doing to our country, with all offshoring, killing manufacturing, destroying national health (junk food), etc. Cannot blame them, we allowed them to change priorities and that will eventually kill us. It's like a suicide in slo-mo, we are just blind and the rest of the world is laughing...
