Sounds like 300-400 positions, (out of a total of around 600-700 IT positions across the US) are outsourced to IBM. People have been told they have either upto April (developers) or June (infrastructure folks) to train IBM-ers and tranfer their jobs. Remaining are mostly management types and subject matter experts. The IT folks who do survive might not have more than 10 months, when the next round comes (assuming this round is a success).
