Making a positive change is extremely difficult, and the trend of cyclical behavior means that any change you try to make is ultimately meaningless.
The mgmt has has no follow-up, strings people along, gives endlessly empty and false promises, acknowledges poor morale and seems to not care whatsoever by not working to overcome it, values quantity over quality and strongly displays this in extremely poorly planned incentives that encourages dishonesty and poor quality work, fails to 1. hire competent processors and leadership, and 2. fails to take appropriate action against toxic and malicious leadership.
Dpts are like silos, don't want to work together which makes work even harder. Many areas are under-staffed, making it more difficult for anyone to assist each other. The pay here is not very competitive.
Pay - yep, there have been several pay raise freezes with minimal annual raises. It does not matter if your performance review shows that you have been an excellent worker historically. It is very difficult to get a raise even with the new tier structure.
They said you'd get a raise opportunity every three months, but they deeply failed in that and consistently have done so, despite consistent efforts and communications. This is related to the poor follow-up. Communication is extremely poor. No one seems to know what they are doing and are hardly ever available to talk in office.
