Well, if the engineers in India take 4 - 5 times as long to design something (that is, engineering rework considered), the corp. will still break even in terms of $$. The penalty will be incredible engineering leadtime, and trying to manage DR review/approvals. Past experience has shown it to be at least 2 - 3 times the effort because of multiple re-dos.
