If engineer's from Texas instruments and phI lips semi looses their jobs due to bulls hit qcom policy, why not qcom engineers can't loose their jobs?

Pegging Qualcomm royalties (3.25%) at the chip /modem level ( $20 = $0.70) vs the device ( $400 = $13) would result in a 95% reduction in Qualcomm licensing revenues which have averaged about $7B / year. Since licensing profits are the major source for Qualcomm’s R&D, one doesn’t have to be a rocket scientist to conclude that judge Koh’s ruling just kneecapped Qualcomm’s and our nation’s ability to sustain our technology leadership in mobile wireless and future advancements in 5G. If Koh’s ruling is not quickly stayed, how many of Qualcomm ~20,000 engineers will soon be seeing pink slips?
