First line managers know because they implement the lay-off/firing. They have previously provided input to lists. HR has input based on race and s-x/gender quotas.

Other managers in the division also provide input.

So if you have brown nosed well and are some form of minority or protected class you are safe.

(DCG China) Will Annaunce at 5/29, last working day is end of May or June, you have to choose one of them. As I heard nonone will left in our department. Package is unknown, assume miminal capacity which just reaching the local legal requirement. This is the best ever time of Lenovo, Good luck everyone, the CEO had told you everything already!
