Does that mean that they’re not happening and that we’ve reached a more stable time at the company, or have layoffs just gone under the radar of people that post on this board?

Don't EVER delude yourself into a false sense of security.
Layoffs have gone deep state under cover. Its now pick a few here and there on a steady drip drip basis; better for morale and improves leadership.
This is good and the ill advised buyback of stock now looks super s---y. Reduced cash just at the time we should be M&Aing to diversify. HUGE gaping risk of super concentration in mobile ahead of almost inevitable break up of licensing.
