I guess they were so busy curing cancer with Watson that they forgot to hire these folks. It was worth it with all the (insert number)'s of lives saved.

The math is entirely in IBM's favor - if they have to pay $10K per non-employee fine and still get $147M in tax breaks over 17 years, that is $2.25M in fines for $8.65M in tax breaks per year. It is not clear from the article if the fines are a one-time thing or not. If they are, they only get $6.4M in handouts year 1 then $8.65M every year after that.

This is a terrible deal for the people - they should have made sure that if IBM broke the bargain, that the fines would work out to be more than the handouts. Or even simpler: no fines, and no tax breaks.

Is there anything that prevents IBM from firing everyone there, paying fines, and just collecting cash from the governments?

I bet they cave in and still give IBM the incentives just like every other river-rat dump did.
