Adjust salaries of the best performers to at least 150% of the mediocre. 200% is better if you can swing it. Let the whiners quit.

I'm no lawyer, but I certainly don't see anything illegal, it's just bs as without the many non-modem sw engineers QC wouldn't have squat.
I don't work at Qualcomm but this is common practice at my company. Managers don't give raise to everyone but a selected few. The employee is told by the manager not to tell others in the group.
