In my store they are starting this with the fresh side. We right now have 6 dept. Managers over there. However, the new roles only have 4 spots...2 trainers and 2 team leaders. The way they are choosing who gets those positions is they have to take a test, and the fellow associates in those areas get to choose who they want as their leader upon successfully passing the test. This is suppose to happen within time to all areas. Walmart is trying to make less management and more hard workers because, they will raise the pay but give associates more responsibilities. The store manager role is changing also to what's called a Business Leader.

Favoritism in selection
We already made the changes. We didn't have to take any tests . The former department managers were made either team leaders or trainers. The store manager picked who went where.
There is the option to take a severance and leave. The severance is one week's pay for each year that you've worked for the company.
I'm not sure that's the way it's supposed to be done but, that's what happened in our store

I believe the previous two posts nailed it on the head. The more things change, the more they stay the same.
The business leads are not store managers, they are one step below the SM. Also, I did read where associates get to rate supervisors but don't kid yourself, the SM is still going to slot who goes where regardless of any tests.
It's gonna be a circus of a mess. It's not going to work too much favoritism and the blind leading the blind and no structure. Your going to have stores making up their own program in how things are ran.
@ what's on the test: It's four sections, 60 questions each, all timed at 15 minutes, starting with applied math. i.e., inermediate algebra mixed with geometry. The next section is word comprehension and proper grammatical structure. Third is mechanical apptitude/spatial relations-abstract logic skills (this one is kinda tough, be prepared), and the fourth is memory retention, where you watch a 7 minute long video packed with al little over 100 details you're questioned on, during the remaining 8 minutes for that test module.
