layoffs and then hiring friends and promoting people without posting jobs. surprised that no one is taking any notice of this bad practice in PS, not sure if this true in other groups but have see this movie few times already. very frustrating , many good people are looking and will leave as soon as they get the right opportunity ...

This is exactly how fiefdoms are formed within Juniper.
At Juniper, good people don't have to leave - they get pushed out by incompetent and insecure managers, directors and VPs who feel threatened and fear losing their own jobs. This is a trend. Look around you will realize people who speak up and disagree with the failing status quo are the first to get booted.
