To my surprise I was placed on a development plan earlier this month. I led the launch of an internal product pretty much myself, but my manager still had issues with my work. I asked for examples, but I didn't get any. My old manager hardly showed up to work, never added sprint gromming/planning meetings, stand-ups, and we hardly had 1-1's, so I'm not sure how he judged me. My new manager (same team) is more reasonable and is helping to build a case in my favor. Should I be worried and start looking for a new job?

I've done PIPs for my employees before... You are sending a signal: 'things are not ok, unless you change it'll get worse'... People rarely manage to change. Don't have your details but I'd bet you will not be around in a year or two.

PIPs are the first step in firing you. For whatever reason, they are setting you up to be let go. The good news is that you now know it and are are being given a few weeks (month) to find a new job. You should do so.
