Qualcomm became an undesirable workplace when its stock underperformed other more popular companies.

Qualcomm was just not a popular stock to hold among the wall street crowd.

As stock is a large part of compensation within the tech industry the companies with better performing stock became more attractive. Employees felt they were not being compensated well for their work.
