With several caveats:
No negotiations are possible at all, previous title, previous salary. They do look at previous reviews as well.
Move to India your chances will be better
Yes, as others have said. I worked for Q four different times, twice as a perm and twice as a temp, and if something happened to my current job is go back as a temp in a heartbeat.

Yes but the reason for previous layoff plays an important role.
Maybe come back long enough to reset the unemployment money clock.
Personally, I have absolutely no desire to ever go back there.
HR claims QCOM rehires more ex-employees than any other company...not sure why you would want to return.
yes, be sure to ask for 10% bump in salary too. it worked for me.
Yes, it's happening even now but more so as a temp to get the group through a rough bump. After the work is done, off you go again. They will give you a length of employment up front.
