I heard that people in the EU get a severance package with 4 weeks for every year. If you had a company car you get it for the half price. Is that true?

It's country-specific. I just got laid off and got roughly 4 weeks' per year in service (times 2 cause aged above 50). Not too bad; particularly since I got a new job from day 1. But it's negotiated in each case, and laws differ by country, AFAIK.
When the employee removed from payroll?

Don't forget that with signing the severance package you give up your right to sue later.
I wouldn't give it up for 1 week per year. Not to mention If someone recently joined to the company even 4 weeks would not compensate all the stress needed to bear again with entering the job market. Especially for the elders.
...and it is not EU, it is country specific...
The current (voluntary) severance package is still under negociation. Previous ones were very generous though, and I expect this one to be as well.
AFAIK it's 1 week salary after every year...
How about buy one get one free?
