Juniper signed a fat outsourcing agreement with IBM so IT is definitely going to have more and more layoffs. Pay attention to reqs that are vanishing. That's a bad sign too.

Juniper's strategy: layoff US folks, then hire cheaper labor in India. Outsource IT to IBM, then let IBM deal with layoffs of IT staff. Many IT staff have quit because they are upset with the new management and ticketing procedures and other redtape they have to follow.
My understanding is MANY IT people in Bangalore have quit so not sure how happy IT people are as poster previously implied.
IBM profits from these lucrative IT deals. However, with most companies moving to cloud based IT and all the automation, their profits are eroding. The reason IBM is still in this game is to drive more customers to IBM's own solutions... From iBM cloud to Watson.
IBM will be nice to the juniper IT staff until they figure out how to use iBM's infrastructure services. After that, IBM will lay them off.
Outsourcing is not always a bad thing. I spoke with several IT people being outsourced to IBM and they are pretty happy about it. Making useless acquisitions is a bad thing.
Revenue declining year over year. More layoffs and outsourcing on the way. Be as prepared as you need for your personal situation.
Juniper's problems are in Product Management and Marketing. These two groups have made blunders over and over again. They somehow seem to take the wrong bets, and never get reprimanded for their mistakes. Does anyone care about building products and solutions that customers want to buy anymore?
Under the guise of innovation, juniper funds fraudulent acquisitions such as contrail, and continues reseaech projects such as Evo or skunk works projects like the big brain. The real frauds are the leaders that over see these projects, or correctly stated, the ones that are supposed to check on milestones and expenses, but don't.
So, why is a company that once was great, dismantling itself?
Incompetence, complacency with a sprinkling of greed.
Even the board can't fix it.
Adding to my previous reply..
Laying off the management folks significantly contributes to cost cuts, trim office politics and will increase innovation. Only technical people, first level managers be there and Juniper can still live with that. Juniper wants to work in start-up like environment. Then they need to bring start-up culture not only for engineering, even for the org structure.
Not sure why there so many EVP/SVP/VP/SR Director and Directors.
Juniper must layoffs all useless management folks. A manager must be a god combination and both technical and people management. Many companies are adhering to the fact. Juniper is stuck with mafia gangs and politics. CEO and board is not realizing this and targetting sales/engineering who are working hard for nothing.
Best thing is the kick the CEO out and bring altogether a new guy who is service minded and determined to do something really good.
With declining revenues the only was for the company to survive is to cost cut their way to survival. They have no choice at this point. There will absolutely be more layoffs and outsourcing and the execs and senior management doing the layoffs soon will be cut. Write your resume now and get it out there. The tech market is still very good and you will find a new job. Have confidence in yourself!! 😊
When they will be outsourcing finance and accounting
Juniper is already outsourcing... to Bangalore. For every layoff in the US, you can get at least 3 in India.
