OP, you are perfectly correct. We tried to work things out with qcom, but there is no one qualifield to talk to. We had only one option is to screw this leaderless company

Honestly, most manager are competent. But poorly motivated. They are mostly old enough and wise enough to know that managing well and driving their departments effectively, doesnt actually do them any good.
Far easier to sit back, let their most competent reports struggle and struggle and mostly achieve, while attending endless director level meetings and engage in the political theater.
