Cogswell is likely keeping the centers open to appease the VA students, even though classes only have as little as 3 students, and co-mingling these onsite sections with an online section to justify the cost. They only need one professor for 40 students, 3 of which are on site.

NCES already shows that several campuses are unsustainable, and these are old data. I've also heard that Illinois also has ghost campuses.
