Wondering if you ever got your answers on the cobra? My heart breaks really for all those impacted by these layoffs. I researched cobra online and they should mail you a cobra package with information on how to enroll towards the end of your the period tesla stops paying for you to give you a chance to enroll yourself. By the way cobra is a federal program mandated by law. They have to offer it to you and give it to you at the same rate you are currently paying into it now.
