When are they paid out?

Definitely given for performance, employees worth keeping. Otherwise you are not wanted and on your way out.
They are not. Unless you are a member of "senior leadership." If so, raises and bonuses are expected and freely given. To the rest, not so much.
Bonuses, raises.... they are non-existent here.
FOR THE LAST 3 YEARS.
If you ever do get one, I have been told you get them after your review after year end/close, March 31st is the last day of the fiscal year and reviews are to follow within the coming months.
