It's not what is going to happen that is so bad, "It's not knowing what's going to happen".
As an open plea to HR, legal and management, please move swiftly and fairly! Don't feel by lying and stringing us along you are making things better.
Finally to the workers, don't think the end of the world is coming, it is just step one towards a direction you might have to go to be a bigger person.
