When you see the term spans and layers in communication, that is code for eliminating management. If you are a manager and you lose your direct reports - you are in trouble. If you are given more staff someone near you is in trouble. Stripping you of staff is another way to decrease your bonus. Managers are given more money than individual contributors during TCP.
