Reading through all the material and the only place they really say you cant start a new job during WARN is in the FAQs. If someone signs the separation agreement it does not appear they are contractually obligated to have notified Broadcom of starting a new job. Seems like a low risk but am I missing something here?

You can get the termination date accelerated if you find a new job while in the WARN period. Broadcom will issue a new severance agreement and you’ll get the remaining balance of your severance.
From the FAQ: "You cannot sign your Release until your termination date. Any release agreements signed or received prior to your official termination date will be void."
So it's not a good idea to sign it early as you describe. If you were notified on Nov 7, and your termination date is February whatever because of WARN -- February whatever is your separation date, and you can't sign the document until then. (Unless I'm really misreading something here.)
If you get a job lined up, there's absolutely no reason not to inform Broadcom of this and have them move up your separation date.
