The system may not work the way you think it does. Deans, vps, ads and presidents are merely local mid level managers. Everyone below ada is a salesman and below dean is merely a customer service rep. The orders on financial goals and student numbers come from above their pay grade. If the schools are failing, the administrators should be fired, but they’re all yes men. The executives like having their rings kissed.
Get rid of the ole Boys club running this place.
