Hello, I have a question I did apply for a Com Tech position in Sarasota, FL, I do live in South Tampa, FL, I explained that I was Moving to the city in 2 weeks fro today, and the recruiter told me that Comcast don't hire people that don't live in the actual city they are applying for? he said is company wide, is this true?

No that isn't true. They lie. Apply at sprectrm they are a better company.
