Signed my offer letter in January was told I would have a start date in July. I haven't heard from my recruiter since March, I tried contacting the manager listed on my offer letter only to find out he moved onto a different company in May via LinkedIn and calling numbers I've found online has either left me on hold for hours or hang up on me. I've started applying elsewhere but I feel so far behind considering I graduated in May.

If there is no general HR contact in your cover letter, I would go back to LinkedIn and search "ibm human resources" (possibly with the org you were being hired into) and send a message to the most promising hit you get. They may be able to give you some direction regarding who to contact. Good luck!
You should get a pro-bono employment attorney, might be worth some type of settlement for breach of the agreement.
