This might be a stupid question, but I can't seem to find the answer anywhere so here it goes.
When a company submits a WARN notice, are the people who are going to be laid off in that round notified immediately or do they find out after the 60 days runs out?
Agreed, it's never a leading indicator. So far the termination date has always been 60 days beyond the notification.

Employees notified then a WARN is released. It could be days or weeks when the WARN is given. Basically the employee will know before a WARN is given to the state
