Do you think they will be laying off Financial Aid folks next? Given the closures, timeline and milestones that will be coming up in December, I'd think they will move to lay off in Financial Aid. How do others feel about this? Am I paranoid?

It depends on how long your campus has been given. Mine has been given 2 quarters so financial aid will likely stay on through early October. However, if your campus is only given 1 quarter, I'd give yourself through add/drop of Summer.
They won’t need program chairs or directors for long.
The next to go will be the campus presidents/directors, program chairs, faculty members, and then once packaged, FA officers will go, and then the rest of student services, res. life, and AAs
They'll need to keep one or more financial aid people until the end. Don't know how that'll be done; seniority, pay scale, etc. but someone has to be there to close down shop on the aid side.
