Very true. For 25 years IBM has been cutting nonstop. They never know if they cut the right amount because they do not have a plan. They just cut every quarter to make the numbers for that quarter. The cutting will never stop because IBM never comes up with a profitable new idea so the only way to make numbers is to cut some more. If IBM did not have its history and reputation, which it no longer deserves, it would be an irrelevant also-ran in an industry dominated by other more capable companies.

There's nothing new about layoffs at IBM. They have been going on for 25 years. Literally.
I'm sorry, but the question must be rhetorical. This is IBM, of course there is an RA happening..
Brazil is still being hammered, several thousands were RA'd over last few months and it's not stopping - Linux Tech Center is hemorrhaging resources
Yes, IBM is laying off retail consulting staff.
Watson Oncology is DOA and IBM is gutting the development teams for the legacy products (Truven, Phycor, etc.) that they purchased over the last couple of years. Going forward, they will be "harvesting" these brands by investing nothing in new products, lowering prices to get renewals from lazy and\ or stupid customers and gutting sales and support teams to keep margins high until it all collapses under the weight of their greed and corruption.
Lather. Rinse. Repeat.
Hopefully Bain starts cleaning up the middle management bloat soon.
Reorgs to occur in August, once Mar-June and Apr-Jul RAs are all gone. Will be quiet until after Labor Day; next round of general RAs between then and end of 3Q. However, performance based RAs for those not making 1H numbers likely to occur in August.
