Is there currently a hiring freeze at Qualcomm San Diego location and any other locations? When did it start and how long will it last?

A friend of mine who just left qualcomm told me that they do have a hiring freeze. I dont know why they are still posting new positions if they can not hire right now and have many pending offers.
