He is actually scouting for offices to flush and makes the decision based on what he sees first hand. If he visits one and everyone has gray hair or no hair at all, or everyone is grumpy and downtrodden, or there are too many Trump campaign signs / hats, that office gets closed.
Visiting is what he does. Listen to his all hands meetings. He likes to rub elbows. If an office was going to be shut down, why would he go there?
