I don’t think it is fair to paint expats with such a broad brush. I know there are some that don’t care but I know many that do. The problem is that not only is proactive behavior not rewarded, it is often punished. A coworker had what I thought was a good idea in a meeting not long ago. The supervisor responded in a stern voice “I don’t pay you to think!”. I have seen many vocal expats get D’s. Many if not most come here with the best of intentions only to have it “trained “ out of us.
Every dead boomtown went through a period of speculation, riffraff, and "truck loading" before after the builders and developers moved on and the town died off.
Not surprised to find riffraff and speculators hanging around loading up at this point in Aramco's history. The people who built it (not out of conscience my friend, just for the challenge of doing it and the fun of seeing it get done, ask your father) are long gone.

Hi fellow expat, I’ve been with the company 14 years working in financial services and won’t be getting a pink slip anytime soon.
You’re an idiot. Although, what you said is true with regards to getting rich, the rest is garbage.
The expats that came before us, as my Father was one didn’t just come over for the money contrary to your belief. A lot of them came over to lend their expertise and share their knowledge with a people that were just trying to get a footing within their growing country. So yes, there were actually moral reasons for many of them to be here, because they thought they were helping someone that needed it.
The problem with the company now, isn’t so much under performers since as we all know the PMP is subjective at best. The real problem are expats like yourself that are overpaid, and only care about what comes into your bank account at the end of the month.
Let me ask you something, what if they came and told you that for the duration of your career here that you won’t be receiving another promotion, they wanted to restructure your salary, or even close down the pension system itself. Would you stay?

It can work, and it’s currently working to plan are vastly different. I share your optimism that we can overcome some of these obstacles though, but there still needs to be a lot of change to occur before it can proceed.

Your colleague is an "analyst". Whatever that is. The painful truth is that whether expats are in saudi or not the ranks are filled with those who create zero value for your company.
The ranks of job hunters are filled with some pretty smart hard working saudis.
It will be painful to the non-productive but it's time to clean the house and clear out the dead weight replacing them with those willing to shoulder the work. You dont need analysts. You need the young guys to come in, shoulder the pack, and carry it.
